Everyone seems hung up on the either being part of either ... or. I think it's badly constructed but is referring to either letter, the choices being:
1 initial contact by registered mail
2 confirmation by registered mail
and Telefax if you're going to send one. If you leave out either and put in optional for the telefax it becomes a little clearer.
