Main terms for the purchase of XXX resort with rental agreement

A non-refundable reservation fee of 1000 $ is required to hold a unit.

On signing of the Private Purchase Agreement the purchaser pays 30% deposit and a further 10% within six months of the reservation date.
The anticipated completion date is 2011.
The annual rental return each year will be 4000$ gross. The purchaser is responsible for any taxes that may fall due in respect of renting the property
The guaranteed rental period is 2 years
The rent will be paid monthly in arrears
After the guaranteed 2 year rental period a rental program based on shared revenue will be offfered.

This means that the purchaser is liable to pay any taxes which arises from the rent, which is considered an income to the purchaser. If the purchaser rents the premises FROM someone, why should he pay the taxes for paying rent to the owner?

Explanation:
Neither. Just as you wrote, if you want to know who is renting it to someone else, that is, the landlord or a subcontractor, the preposition is used: "rent to ..." and or "rent from" when the tenant.
