Explanation:
The disposal of permanent structures means sold, as you thought. Transferred - probably being used by other organisations, or for other purpose.
The next sentence is also a clue, saying that temporary structures "shall remain the property of..." so the permanent structures may not remain their property, they may be sold - disposed of.
This is a fairly common way of talking about selling off properties belonging to some organisations, like local authorities.
