English translation: Old Aged Pensioners

This is a tenancy agreement in the Uk, I am translating the responsabilities of the tenant, they are:

i repairing internal letter-box covers;
ii repairing internal door handles (except
kitchens);
iii adjusting internal doors to fit carpets;
iv resealing internal glazing;
v repairing purely decorative plaster cracks (less
than five millimetres wide);
vi refixing or renewing curtain battens;
vii renewing cylinder jackets;
viii repairing or renewing toilet seats (except
OAPs);

What does OAP stand for here? Old Aged Pensioners?? What has to it do with toilet seats? Perhaps all tenants must repair and renew toilet seats unless they are old ages pensioners? I would appreciate any help. Thanks.

Thanks to both Terence & Jack, the reason I gave Terence the points for this answer is because my question was "to whom does it refer to", whether it was "Old aged pensioners or Old age pensioners" does not make a big difference, since it refers to the same people. If I were translating into English I would have used Jack's answer, but I just needed an explanation in my question. Thanks again.

I think this form may be preferred because it is bad anough to be called old or to be described as of old age, but to be called old and aged in the same sentence is adding insult to injury!
