First response (or possibly 'First responder') Explanation: The first reaction, help, etc which arrives, when a disaster or emergency has occurred. Sometimes also the organization which provides the first response, at the location (in the context it could also be the FR organization doing the triggering, although the FR reaction/help is quite likely).
