Explanation:
The components here are vector components - i.e. forces in a different direction. The plane is the direction that you would expect the forces to be in. So, all it is saying is that subduction earthquakes are the only ones that can generate forces in the right direction to cause tsunamis. I have no idea whether this is true or not but that's what it says.

Plane here is used as a flat or level surface, not as an airplane as you and Sheila mentioned.

Therefore, to rephrase it, subduction earthquakes (earthquakes which the tectonic plate slides under another) which can create an unexpected or unusual state or condition of the fault displacement are the cause of the tsunami waves.

disagree  B D Finch: That is not what "out-of-plane" means! It means that the displacement forces are not within the plane of the faulting. The former are horizontal and the latter is vertical.
