Explanation:
There are usually many preliminary drawings produced by architects and engineers for planning permission and building control before the final construction drawings that comply with all regulations and that are approved by the client for construction. Only drawings signed off by the client as approved construction drawings may be used by the contractor. The contractor has a legal duty of care that means they must bring to the client's attention any problem with these construction drawings that may require a revision or further detail drawings to be issued. Use of any drawings not issued specifically as construction drawings is liable to be considered a breach of contract.

The fact that this project is for reconstruction does not affect the above explanation, the construction drawings are still the only drawings that the contractor may use for the reconstruction works.

CONSTRUCTION DRAWINGS

Generally, construction or "working" drawings furnish enough information for the Builder to complete an entire project and incorporate all three main groups of drawings-architectural, electrical, and mechanical. In drawings for simple structures, this grouping may be hard to discern because the same single drawing may contain both the electrical and mechanical layouts. In complicated structures, however, a combination of layouts is not possible because of overcrowding. In this case, the floor plan may be traced over and over for drawings for the electrical and mechanical layouts.

agree  B D Finch: Your Scottish ref doesn't deal with the contractual side as it is for teaching technical drawing. The importance of definition of construction drawings for pricing and works on site is contractually very important.
