اس سوال کے جواب میں کسی کا بھی جواب قابل اطمینان اور ایسا نہیں لگا جس کو ہر جگہ استعمال کیا جاسکے۔ کچھ حد تک عتیق الزماں خان کا جواب ٹھیک لگا، پھر بھی میں Peer Agreements کے اعتبار سے جناب باسط اعجاز صاحب کا ترجمہ منتخب کررہا ہوں۔

Suggested translation has a presupposition that سہولت is being provided by someone. In other words there are two entities, one is سہولت and other is فراہم کنندہ while facility is in itself a whole entity. So I think it is not a good suggestion

I think it doesn't exist like in English.
میرے خیال میں یہاں یہ ترجمہ زیادہ بہتر رہے گا "سہولت فراہم کنندہ کی جانب سے پُر یا مکمل کیا جائے"

Consider وسیلہ as a noun and it will perfectly make sense.
وسیلہ کی جانب سے پر کرنے کیلئے
وسیلہ here is very dynamic word. Anything that performs "said" action.

It is possible that it might means "building" in a particular context but as facility is very comprehensive word and used widely in official and legal documents. So don't you think suggested translation must be equip to carry all possible meanings.

Dear Atiq bahi! I am afraid I agree with Basit bhai. As احاطہ or عمارت is completely wrong. It can even mean a "process" not necessarily any concrete building.

جناب باسط اعجاز صاحب،
میں نے جو جواب دیا ہے اس میں خالی ہونے یا نہ ہونے ککی تو کوئی بات ہی نہین ہے۔
Please see the definition provided in my answer, it is clearly saying that 'a building or place that provides a particular service or is used for a particular industry', now, please let me know if you know other 'single word' for this definition.

جی ہاں میں یہی بتانے جا رہا تھا، سیاق و سباق کے اعتبار سے ایسا لگ رہا ہے جیسے کہ یہ عمارت کے بارے میں بات کی جا رہی ہو، یہ ذہنی معذوروں کے لئے قائم شدہ ایک اسکول میں داخلہ کے شرائط و ضوابط ہیں۔ اور اس پورے ڈاکیومنٹ میں کئی جگہ Facility Name کا بھی لفظ آچکا ہے۔
