The projects in scope of BEIA are listed under two Annexes. The projects listed in Annex-1 shall be subject to mandatory EIA process. The project types and threshold values of Annex-1 are harmonized with EIA Directive. MoEU is the competent authority for EIA review.

The projects listed in Annex-2 shall be subject to screening. With Circular (2014/24), MoEU transferred its authority to Governorates for screening the projects in Annex-2. Provincial Directorate of Environment and Urbanization (PDoEU) is delegated authority for EIA Requirement Decision, making it in the name of Governorate, using the selection and elimination criteria listed in BEIA
