"All imported goods must be declared to the local Customs authority and the name of the importer must be specifically declared on any import declarations. The importer of record is generally the business that holds title to the goods at the time of import and/or may be the party that directly benefits from the goods that are to be imported. Therefore, for a typical U.S. exporter selling goods, the importer of record into an overseas country can either be the U.S. business selling the goods or the local customer purchasing the goods. The commercial arrangements between the parties involved will determine which entity will act as the importer of record."
