"Operativa" = operational, i.e. it concerns operation of a plant or similar, with personnel, production equipment, material etc. "Icke-operativa" is the opposite, and can hardly be replaced by "passiv" and absolutely not by "obrukbar".

agree  finntranslat (X): could be better with some word replacing "icke-operativa", but otherwise good. Passiv? obrukbar= :-) i dont know. cant figure out anything better at this moment
