No tengo todo el contexto delante mío así que tal vez me equivoco, pero como se trata de diplomacia y se habla de una respuesta a un mensaje de Navidad, yo por "draft answer" entiendo más bien un "esbozo de respuesta" en el sentido una de "respuesta no convincente/poco elaborada/poco diplomática" y no un "borrador" en el sentido de un documento no definitivo. Yo entiendo que esa fue la respuesta (poco elaborada) que le dió EEUU a Gran Bretaña
Tal vez el resto del texto te lo aclare mejor.
