This is a transcription with a conversational style and not much cohesion to the text. The speaker is talking about surveys carried out on forests and then he moves on to talk about how one should not be pessimistic when analyzing the data they throw, to then say:

"That what we'll find is going to be very,very poor, and
governance is gonna be terrible."

I am really at a loss here, as I said it is hard at times to find cohesion in the text but I am a bit puzzled about this particular line. Could it be "gestión" or is it a specific term survey related?
