Lo menciono porque lo más común en nuestros países es que las certificaciones las otorgue una "repartición oficial", una "oficina pública" o una "entidad gubernamental". Sin embargo, en el source están hablando de una persona (official) y no de una institución.

Aunque , por cierto, la otra opción es una escuela. Tal vez convendría seguir esa idea...

  -> No estoy seguro si vale lo de "servidor público", pues alude a un empleado del gobierno en general, pero no necesariamente a alguien con capacidad para certificar, como se pide acá. De todos modos, gracias y saludos.
