El contexto:

-Failure of delivery note and file.

-Provision made, with clear expression of the following data: Number of units etc.
"delivery note" es albarán, pero no consigo entender ahora el sentido.
El conocimiento de embarque (waybill) ¿debe reflejar que falta el albarán y el archivo?
Es que no lo entiendo y preguntarle al cliente va a ser complicado.

Ausencia de albarán y archivo
Creo que aquí puede haber una ambigüedad, pero me inclino más por pensar que se refiere a la falta de albarán. No lo tengo claro por completo y no quiero descartar la posibilidad que ha señalado Patricia, pero me parece raro que si no se realiza la entrega de mercancía "en la entrega se lleve una nota de falta de entrega". Es en el momento de la entrega en el que el cliente recibe el albarán para firmarlo, por lo que veo más probable que se refiera a la falta de albarán en el momento de la entrega.
