Ide o text pojednávajúci o opatreniach, ktorých úlohou je povzbudzovať nezamestnaných k aktívnemu hľadaniu práce.

Zatiaľ ma napadol akurát tak štandardný preklad :"Účinnú aktivačnú politiku predstavuje zmes odmien a trestov..."
Marí sa mi, že existuje slovné spojenie s rovnakým významom aj v slovenčinie, myslím že tam ide o "bič (trest)" + ešte niečo, čo predstavuje "odmenu".... Len si neviem spomenúť. Vopred vďaka za pomoc.

Explanation:
The carrot-and-stick approach = two forms of motivation, one positive (incentive) and one negative (threat);
carrot = positive (incentive)
stick = negative (threat of punishment).
The saying comes from the use of both motivators to get a horse to pull a buggy (carriage, cart): A carrot was hung so the horse could see it just in front of him and would try to walk towards it (incentive). If the horse did not move towards the carrot, it was threatened with a stick (threat of punishment).

Explanation:
Ja by som to preložil asi takto, čo je podľa môjho názoru presné, vecné, zrozumiteľné. Myslím si, že v tomto prípade, v tomto oficiálne znejúcom texte, nemusí byť za každú cenu nejaký ekvivalentný idióm alebo fráza, ktorý aj tak nikto nebude poznať a ktorý bude preto znieť cudzo.

Alebo aj:

Účinná aktivačná politika musí rovnako motivovať, ako aj plieskať bičom, a to prostredníctvom...
