This statement is used on internally developed chemistry .... when it is used in an application system the Lubrizol product which is hazardous at its full concentration will not produce a hazardous final mixture if diluted down to 5.5% in a nonhazardous material (like a base oil).

Odgovor kolege i diskusija me je navela da razmišljam u pravcu ove fraze. Definitivno postoji kao uzualizovan termin u stručnim tekstovima.
Ima dosta primera tj. pogodaka, npr.

(veliki je dokument, ali pogledajte samo treću stranu).
Ono što ne govori u prilog mom rešenju je to da je stepen razblaženja obično izražen u izvedenim jedinicama(koje se doduše mogu pretvoriti u procente), a ređe u procentima.
