"The household shall be advised that actual utility costs (except for telephone), which exceed the standard, can be deducted if the household can verify these costs. The household shall also be advised that it may voluntarily switch between actual utility costs and the standard utility allowance only at the time of certification unless they moved to a residence with heating or cooling, or they reported LIEAP approval during the certification period. Households who are not entitled to the heating and/or cooling standard allowance as identified above, but who are billed for a telephone, shall be entitled to a standard allowance of $29. These households shall not be allowed to use actual costs for telephone service. Households not entitled to the Standard Utility Allowance, but who are billed separately for any of the following utilities, may claim actual expenses. These utilities include..." |
