not so obvious, but an important element: "a voluntary industry code of conduct" is defined not by state authorities but by companies operating in the same industry / sector of activity, usually through a trade association. A "a voluntary industry code of conduct" has no force of law - is really voluntary - and is often more a marketing gimmick than real protection for customers.
