Instead of asking employees to suggest new initiatives to improve the company, why not turn the question around? Ask employees for ideas about what to terminate. Employees often respond with a slew of good suggestions. At one company we studied, they came up with some 540 ideas, three times the annual number of new-project ideas they had been suggesting. The company ended up halting 40% of its projects. Regularly ask yourself, your managers, and the whole company: “Which of our current activities would we start now if they weren’t already under way?” Then eliminate all the others.
Что-то меня сбило с толку это отрицание в конце вопроса. Верно ли я понимаю, что автор статьи советует учитывать целесообразность выполнения тех или иных текущих задач, поэтому в первую очередь нужно задаться вопросом о том, стоит ли вообще браться за какие-то дела, пока они еще в проекте? То есть объем работы, растущий как снежный ком изо дня в день, из года в год, стоило бы сократить и отсеять задачи второстепенного значения. Или все совсем не так, как мне представляется?

Explanation:
По-моему, фраза так специфически построена, чтобы сделать акцент (заставить людей обратить внимание) на то, что уже делается хорошо и использовать это для будущих проектов. Т.е часто новое можно найти в уже делаемом, стоит представить, что его нет, мы почувствуем дискомфорт.
Мне кажется, Vanda Nissen имеет в виду то же самое.

Точнее:
Что бы мы захотели сделать из текущего, как если бы они уже не делались? (А они делаются, и мы можем видеть, что плохо, что хорошо и использовать это для будущего)

Вторая сослагательная часть, наверное, используется потому, что как бы отсутствие вещи заставляет лучше понять/почувствовать ее будущую перспективность.

Представьте, что из того что делается сейчас, не имело бы место (не происходило, не действовало were not underway), о невыполнении каких мы бы пожалели?
