Я так и поняла. Могу предложить термин "зачет" или взаимозачет. В вашем случае, видимо зачет неиспользованных средств бюджета в счет налоговых обязательств.

Asker: Здесь речь о бюджетах разных уровней. Экономия идет местного бюджета, а федеральный предусматривает компенсацию на ту же сумму - т.е. снижение размера налоговых выплат в федеральный бюджет. Хотелось бы обозвать это емко и коротко.
