фитогенный в русском языке имеет отношение к фитогенезу - происхождению и развитию растений. Слово "фитогенный" в сочетании с косметологией я встретила только на паре сайтов - почти как название собственное. Ссылка на один из них: http://www.medinfo.dp.ua/108.htm

По поводу активных: БАВ (биологически активные вещества) - распространенный термин, включающий все вещества, которые влияют на организм, поэтому он совершенно корректно может использовать в косметологии (см сайт внизу). Но если слово био кажется лишним, его можно убрать.
