Something like that. Interest rate swap contracts are usually based on a particular (notional) principal amount which is used to calculate different cash flows at different rates (usually fixed for variable) that are being swapped. The principal never changes hands, hence this term, notional. Google условные суммы for a better explanation of how this works.
