English term or phrase: near space

Near Space is the area between airspace and outer space—65,000 to 325,000 feet above sea level. For a frame of reference, 100,000 feet above sea level is the height of 80 Empire State Buildings

Notes to answerer
Asker: Mulţumesc frumos. Din grabă, am uitat să dau şi un context: WE NEED TO FLY IN THAT SPACE THE SAME WAY THAT WE HAVE THE FREEDOM TO FLY IN AIR SPACE AND THE FREEDOM TO FLY *IN NEAR SPACE*.

Include : (20 to 100 km) deasupra nivelului marii, stratosfera, mesosfera si termosfera

English near space

In franceza : spatiul apropiat

Near space is the region of Earth's atmosphere that lies between 65,000 and 325,000–350,000 feet (20 to 100 km) above sea level, encompassing the stratosphere, mesosphere, and thermosphere. A more understandable definition would be above where a commercial airliner flies but below the realm of an orbiting satellite. The area is of interest for military surveillance purposes, as well as to commercial interests for communications. Currently, craft that fly in near space (nearcraft) are generally high altitude balloons, blimps (non-rigid airships) and sounding rockets.

Note added at 11 hrs (2010-10-22 23:58:07 GMT)

The ozone layer is a layer in Earth's atmosphere which contains relatively high concentrations of ozone (O3). This layer absorbs 97–99% of the sun's high frequency ultraviolet light, which is potentially damaging to life on earth.[1] It is mainly
************ located in the lower portion of the stratosphere*************** from approximately 13 km to 40 km above Earth, though the thickness varies seasonally and geographically
