Rolul STB-ului este sa faca posibila receptia programelor digitale pe televizoare vechi (semnale digitale -> semnale analoage), cat si decodarea lor (programele canalelor publice, de stat, probabil ca nu sunt codate, ele pot fi receptionate de orice cetatean, fara a fi nevoie de abonament).
