• to appeal to other pre-qualified firms to monitor the conditions of market price and technology;
• to reduce its amount of work performed with proper features, disintegrating in some way, mainly in case of those with a low profit margin;
• to be aware that, whichever the strategy adopted, it must be constantly revised.

Explanation:
‎This is some of the worst English writing I have seen in ProZ. Academic gobbledygook.

"appeal" can have two rather different meanings.

Examples: 1. The sandy beach appeals to me. 2. The beggar appealed to me for help.

Ali Beikian's translation is perfectly good for the 2nd meaning, and in my opinion the best offered.

I am offering another version, which I believe is consistent with the text. The problem is that it is so badly composed it is hard to tell which way to read it.
