But are neighborhoods as planned “units”— Clarence Perry’s version or otherwise— desirable? It is a question that has been raised from the beginning.
Robert A. Woods, founder of one of the earliest settlement houses (Boston’s South End House), railed in 1920 against the tendency “to consider the neighborhood as a kind of amorphous crystalline unit instead of a highly complex, manifold and ever- changing living organism.” Christopher Alexander, especially in his essay “A City Is Not a Tree,” was a particularly potent critic of neighborhood plans in places like Columbia, Maryland, and the Greenbelt Towns, which he said were isolating and not at all in keeping with cities as places that interconnect.

اگر بخواهیم «خانه» را ترجمه کنیم مجبوریم از «مهاجران» استفاده کنیم یا «اقشار کم درآمد» اما مفهوم را نمی‌رساند چون این خانه‌ها بیشتر شبیه مجتمع‌های فرهنگی، آموزشی و تفریحی هستند. خودبسنده‌اند. این خانه‌ها را معمولا شهرداری‌ها از طرف دولت می سازند و در اختیار مردم قرار می دهند.
