This ia a very common verb meaning "a protection-based transfer of assets from one destination to another, usually through the use of offshore accounting. A ring fence is meant to protect the assets from inclusion in an investor's calculable net worth or to lower tax consequences."

This is the full context:

"In order to ‘ring fence’ this section of the business, it was agreed to incorporate X company for the sole purpose of collecting the revenue from Y company on behalf of Z company."

Oxford Dictionary says:

So this proposed (although somewhat long!) equivalent may be of some help.

Explanation:
Why not "invent" some similar thing in Persian that conveys the idea that something is "protected"? (You would need a footnote probably.)

Most of the suggestions are variations on "tafkik" which simply means "to separate and do not have the connotation of protecting.
