much better...but still, to me, it seems your sentence is saying "B favors 1 with a 4:1 ratio", whereas, it is the random number generator that favors 1 with a 4:1 ratio...I have turned your sentence around...I hope it makes sense in Persian:
بی از مولد عدد تصادفی که عدد ۱ را با نسبت ۴ به ۱ ترجیح می دهد، نمونه گیری می کند

If I am understanding the Persian suggestions so far, I think there is a misunderstanding of the English.

"B samples a random number generator favoring
1 by a 4 : 1 ratio" means this:

the random number generator generates a "1" 80% of the time...this is another way of saying "4:1 ratio"...4 out of 5 numbers are the number 1

I don't think تایید کردن is the best way to translate "favor"...unless it has a special meaning in mathematics that I don't see in my dictionaries.

"to favor" here means "to give preference to"...maybe ارجحیت دادن can be used
