I think, iskinned/i is an adjective here, rather than a verb. so, the meaning is 'berkulit', rather than the opposite. Surface tension can act like a skin to the liquid, dehydration will make it even firmer, thus microencapsulating the peroxide within. You may need to translate into more than one sentence to make it clear. 'lekitan' is the force creating this skin. Sorry, couldn't provide further reference.
