The amount of mineral raw material corresponding to the charge and the percentage of mining fee to be paid in accordance with the value shall be laid down in an agreement concluded between the minister and the mining company at a higher rate than the percentage applied at the time of the application but at no more than 1.2 times the original level.

Mokestį atitinkantis mineralinių žaliavų kiekis? Klausiu todėl, kad man visai nesiderina, kaip toliau eina sakinys. Ta dalis "at a higher rate than the percentage applied at the time of the application but at no more than 1.2 times the original level" kaip suprantu, taikytina "the percentage of mining fee", t.y. "pagal išgautų išteklių vertę mokėtinas gavybos mokesčio procentas [...] susitarime nustatomas didesnis už prašymo pateikimo metu taikomą procentą, bet ne daugiau nei 1,2 karto didesnis už pradinį mokestį".
Pagal sakinį tai ir tas "kiekis" nustatomas "didesnis už [...] procentą [...]", bet čia jau kažkaip visai nesiderina. Gal aš ne taip tą frazę suprantu.
