遅レス、すみません。現在、パッとしない状況だと言っているのは確かですが、状況が変われば「良い地区の一番良い家」になる可能性があることが暗に示されていると思います。それを表すために、「当面は」を付けてみました。「状況によっては将来は一番良い地区の一番良い家になりうるが」と前書きを付けると、はっきりと伝わるとは思いますが、「当面は悪い地区で一番良い家」だけでは、一過性なのは伝わっても、その後、どう変化するまでは伝わらない可能性もあります。
