上記のリンクとBluemountain-sanが提示された説明をもとに解釈すると、decision makerたちがあまりにも多すぎて、ひとつのささいなことをまとめるのでもそれぞれが自分の主張を押し通そうとするので、なかなか意見がまとまらず、結局はケンカになる、ということではないでしょうか。お酒の席ではささいなことでケンカになる恐れがありますよね。
つまり、学者様たちは皆その道の権威たちであり、理屈だけは立派だけど行動力が伴わず、結局右へ行こう、左へ行こう、まっすぐ行こうなどと皆それぞれ違う意見を出すため、日本の諺に例えて言うと、船頭多くして船山登るということではないでしょうか。
