5.14 Internal Combustion Engine (ICE)
A. An internal combustion engine is considered Low Energy Hot Work. This includes motor vehicles, generators, light plants/light tower, etc.
B. When in a flammable area requires either, (See Table 2.)
1. Hot Work Permit or,
2. A Hot Work Procedure specific to vehicle entry into flammable area used by an Authorized Procedure User (APU).
C. Motor vehicles and rail cars traveling in a General or Flammable Area and in compliance with the facility's Vehicle Entry Procedure do not require a hot work permit.
D. When running ICE, and a person is not continually present (within sight of the engine), a responsible person must be assigned to periodically monitor, (at least once per 12 hour shift), and be responsible to shut down engine under following conditions;
1. A leak is observed on a piece of equipment (flange, valve, manway, etc.)
2. A leak is observed on the ICE (gas, hydraulic or oil leak, etc.)
3. Activation of Emergency Horns
4. An unusual smell is detected in the area.
5. Alarm from ***plant CGD***, or the portable gas detection monitor.
6. Plant personnel instructs operator to shut down the internal combustion engine.
E. These requirements must be documented on the permit or in the plant Vehicle Entry Procedure.
