If you decide to use Procedure Teams, to control who can do what in each Procedure type, then it means it is needed to define at least one default Procedure Team for each Procedure Type (see Figures 4 to 8).
When Procedure Teams are turned on, by default they assume all users of the organization (or, if using control at Business Operation level, all users of the Business Operation), have access to all documents, so only two steps are available.
You need to define that you don’t want all users to have access to all documents, to have access to the access control of documents step.
