Ecco il contesto della frase:

"In event that the Aircraft is unavailable, unserviceable or detained (whether lawfully or not) by any third party (including but not limited to detention by any aviation or airport authority, overflight authority or ***by way of lien or requisition for hire*** or otherwise), then XXX shall use its reasonable endeavours to find an alternative carrier to operate such flights as may be affected by the occurrence of any of the above events (“the Affected Flight(s)”), at the same cost to the Charterer."

Può essere che con "by way of lien or requisition for hire" si intenda NOLEGGIO OBBLIGATORIO E REQUISIZIONE IN USO o il significato è un altro?

Nella fattispecie si intende quando l'aeromobile non è più disponibile in ragione di 1) pegno costituito sul bene (pledge) o requisizione da parte di autorità competente (requisition for hire).

Per quanto riguarda il pledge, l'aeromobile è oggetto di un diritto reale di garanzia e pertanto "is unavailable, unserviceable or detained (whether lawfully or not) by any third party"

Qui invece la definizione di "requisizione":
La requisizione è l'atto giuridico con cui si priva un soggetto dei suoi diritti di possesso (e talvolta la proprietà) di un bene. È cioè un provvedimento con il quale la pubblica amministrazione, nell'esercizio di un potere ablatorio, sottrae al privato, in via temporanea o definitiva, il godimento di un bene, mobile o immobile, a motivo del superiore interesse pubblico, contro un indennizzo.
Si distingue tra "requisizione in proprietà" e "requisizione in uso"
La prima riguarda solo i beni mobili ed ha effetti definitivi; la seconda può interessare anche i beni immobili ed ha effetti limitati al tempo necessario per l'utilizzo del bene. La requisizione in uso interessa l'usufrutto dell'immobile, mentre lascia intatta la nuda proprietà.

Qui sotto la definizione riferita a un vessel ma è equivalente per un aircraft:

Requisition for Hire means the requisition for title or use or hire of a Ship by any Governmental Authority which results in the loss of possession thereof by the Company or a Relevant Ship Owner.

In questo passaggio è piuttosto chiaro di cosa si tratta (una requisizione temporanea senza espropriazione del titolo di proprietà):
Legislation also provides for the taking of temporary possession of the
aircraft by the State in time of war or grave national emergency.
Compensation would be payable. The various emergency laws provide
for ***requisition for hire rather than for expropriation***. Therefore, the
rights of an owner of a right in rem may be temporarily impaired but title
will not be transferred.
