English term or phrase: a ham sandwich (slang)
"After all these months, there are still no US indictments against Assange, even though we know that a US grand jury will readily indict a ham sandwich if the US Attorney demands it."

"Normally, a grand jury will indict a ham sandwich."

-Sen. Charles Robb (D-Va.), expressing surprise that a grand jury refused to indict him on charges of conspiring to release a secretly recorded tape of a phone call by his political rival, Virginia Gov. Douglas Wilder.

“Ham sandwich” has become shorthand for district attorneys who abuse their prosecutorial discretion—either by pushing through weak cases, or, as critics have alleged in the Ferguson case, by derailing cases that they don’t want to prosecute for personal reasons.

Title: A grand jury could 'indict a ham sandwich', but apparently not a white police officer
In 1985, the New York Daily News quoted former Chief Judge Sol Wachtler as saying that if they so desired, a prosecutor could persuade a grand jury to 'indict a ham sandwich'.

It doesn't seem like an awful lot has changed decades later, with Five Thirty Eight pointing out today that, according to the Bureau of Justice Statistics, of the 162,000 federal cases US attorneys prosecuted in 2010 (the most recent year data was released for), grand juries only declined to return an indictment in 11 of them.
