PLACE THE NEXT TIER ON TOP OF THAT AND REPEAT THE PROCESS FOR THE FINAL 2.

Explanation:
nell'inglese di tutti i giorni, dowling rods sono bastoncini di legno usati nel fai da te, nei crafts ecc. siccome il testo dice di tagliarli con un seghetto forse sono proprio quelli di legno (??) invece dei perni apositi per torte indicati dai colleghi...se si tratta di sottotitoli di un video e i perni sono di legno tradurei cosi.
