A szöveged szerint ez pozitív kell, hogy legyen. Amennyiben több kontextus nincs, én arra gondolok, hogy nagyon nem tesz jót a felületkezelésnek, ha az alapozó megfolyik, elfolyik. Erről lehet itt szó.

Egy talán még használható forrás szerint: "These apply only to articles containing or including chemicals in non-reacted form (i.e. that could present a risk of leaching out): chemicals subject to the PIC procedure, ..." = "Ezek csak a vegyi anyagot szabad formában tartalmazó (azaz a kifolyás veszélyét keltő) árukra vonatkoznak: a PIC-eljárás hatálya alá tartozó anyagok, ..." in Linguee, bár ez másról szól, de szintén nem a szó szokásos értelmeit használja.

A 'uniform staining' arra utal, hogy egyenletesen kell felvinni. Szerintem ez nem kioldódás elleni hatásról szól, ilyen veszélyről nagyon ritkán hallani, az egyenletes bevonatról annál inkább.
