risk tolerability
רמת הסיכון הנסבלת

Explanation:
I've seen נסבלות הסיכון and קבילות הסיכון in use. Plenty of examples in Google. However, I think in Hebrew it works much better to break it up. Something like - תהליך להערכת / בחינת רמת הסיכון הנסבלת.

Well, I don't know the context in which "the tolerable risk" appears, but just because there are two separate terms in English doesn't mean they can't have the same translation in Hebrew. To me they seem like one and the same. Same meaning, two different ways of saying it. But I may be wrong, of course.

Example sentence(s):
  • תהליך להערכת רמת הסיכון הנסבלת

Asker: This could also mean "the tolerable risk", which also appears in the text. Any suggestions how I can avoid the confusion?

Asker: Thanks Michal, well, "risk tolerability" describes how tolerable the risk is, it may be - very tolerable or it may be - intolerable. A tolerable risk is only one of these levels. I could use the same term in Hebrew, but I'd rather not

Explanation:
While I agree with Michal's suggestion, I see what you're saying and therefore offer the above suggestion.
you can choose if the risk is tolerable or not (as you wrote in your comment to Michal).

אם ככה, לך על "נסבלות הסיכון" שהצעת בעצמך - למרות שאני לא יודעת להסביר מה, אבל משהו מצטלצל לי מוזר.

Example sentence(s):
  • סיכון ברמת סבילות גבוהה/נמוכה
  • סיכון ברמת אי-סבילות

Notes to answerer
Asker: תודה. יש לי בעיה קלה עם התרגום הזה: סבילות היא היכולת לסבול (כמו אי-סבילות ללקטוז). אבל כאן הסיכון אינו סובל, אלא נסבל (כמו שלהגיד שללקטוז יש אי-סבילות). מוצא חן בעיני יותר דווקא - נסבלות הסיכון, ומונח זה מופיע גם בפרסומים רשמיים של המוסד לבטיחות וגיהות שיש ברשת.
