I am not sure if this is the correct field to post my question under as I don´t know if this equipment is specific to the nuclear industry in this context or not.

"Mechanical pressure, differential pressure, and temperature monitors for key parameters and power carts and equipment to locally operate key valves and other components were not installed in the plant."

I don't understand whether the power carts are used to operate the key valves or if they are a medium of power source if the power is lost. But wouldn't that be a generator?

Any suggestions for a German translation?

Explanation:
Generators are just called 'generators'. But here we are delt with simply special 'Kraftfahrzeuge(wagen)' ,and other equipment to be normally installed in a nuclear power plant as a must. They are lacking. Which is disastrous. "..the power carts are NOT used to operate the key valves.." AND "..they are NOT a medium of power source if the power is lost.." They are basic equipment in a regular power plant for very special purposes, which we can not point out at this place comprehensively...But you have got to read the text coherently in the following chup-up to not misinterpret it: "Mechanical pressure, //differential pressure, //and temperature monitors for key parameters //and power carts //and equipment to locally operate key valves //and other components //were not installed in the plant."

disagree  Rolf Kern: Ich widerspreche nicht gern, aber hier kann es das nicht sein: "Kraftwagen zum lokalen Betätigen von wichtigen Ventilen" ergibt nicht viel Sinn.
