It's not clear what is meant by this and what you say about a single order is correct. There seem to be two ways the term is used (1) somtimes "multi-order" just refers inaccurately to an order greater than one (2) different polynomials have different orders. My best guess is that (2) is what is meant here.

All of these seem to have the same order k so the author must mean that some of the m_k, n_k etc are effectively zero resulting in the polynomials have different degrees (but it's a fairly pointless notation since k is only 2.)

Vielleicht so -->"Polynome höherer Ordnung (auch: höheren Grades) in mehreren Variablen."

Ab wann der Grad "höher" ist, wird nicht gesagt, aber der Leser weiß, was gemeint ist.

"mehrgradige (...) Polynome"

Ein Polynom hat nur einen Grad, der durch die höchste vorkommende Potenz bestimmt wird. Man könnte natürlich argumentieren, dass so ein Polynom von zweitem Grad in der Variablen f1 und von drittem Grad in der Variablen f7 sein könnte, aber ich glaube kaum, dass der Autor das sagen wollte.

"mehrdimensionale (...) Polynome"

In diesem Kontext ein extrem ungebräuchlicher Ausdruck, wie Google verrät.
