Explanation:
A rate base is a fixed payment the service provider charges, usually monthly. E.g., in a TV subscription you will get billed for a certain number of channels, any additional channels will incur a "premium to the base rate".

What B&B Financial's translation defines (in brackets) as rate base is really the "book value" or "Buchwert". But the source text unambiguously makes reference to the ability of raising prices (rates) to the consumer in the wake of additional capital investment (which then, in turn, would indeed raise the "book value" of the utility)
