disagree  Oliver Dahlmann: "aufsteigende Bürokratie" würde bedeuten, dass die Bürokratie als Klasse immer mehr an Macht, Einfluss und Ansehen gewinnt. Aber das ist hier, glaube ich, nicht gemeint.
