Grâce à une information trouvée dans un autre document de la même série, il apparaît que "quote" fait référence aux mentions qui doivent ou peuvent figurer sur un dispositif médical et son emballage.

"devis" makes no sense.

Leaving aside that most sales are done without any "devis", only "une facture" - I can't see how a template for "a commercial quote" (and nothing much else to go with it) would help with "regulatory submission requirements and labelling language requirements".

I'm not aware that you can obtain a Marketing authorisation for your medical devices by sending "des devis" to Health Authorities ...

Je pense que quote est ici un "devis" et qu'il convient de lire template of quote and language requirements for the list of countires, soit grosso modo = Modèle de devis et des exigences linguistiques pour la liste des pays, ce qui pourrait sans doute mieux se formuler : Modèle de devis et exigences linguistiques pour les différents pays.

a guess:

"language requirement" = in which languages we need to make all the documentation that goes with our products (some countries may have more than one official language)

"quote requirement" - mystère et boule de gomme - possibly what needs to be "quoted" in some documents. For someone dealing with this on a daily basis, it's probably blindingly obvious ... a lit less obvious when you see the title of this "template" for the first time.

forgot this bit:

"This helps outline any regulatory submission requirements and labelling language requirements for medical devices."

"quotes" = what needs to be "quoted" [/included] in "regulatory submissions"

thinking of it, " labelling language requirements" is ambiguous, it could be the language(s) in which the labelling must be done (as in: national languages) OR it could be "the language" of a text i.e. the way a text [here: the labelling] is presented.

I suppose 'quotes' could possibly be 'mentions' — specific things that must be stated in a certain way for certain drugs etc., like "May cause drowsiness, do not drive or operate machinery" etc.

I think perhaps it will make more sense if you parse it as 'country list quote requirements' and 'country list language requirements'

I'd imagine these are presumably 'exigences', but I don't know if the quotes here are 'citations' (unlikely, I'd have thought?) or more probably 'offres / soumissions' — presumably specific requirements for quoting in certain countries that apppear on a certain list.
