Je pense que le terme "over" se rapporte ici au substantif "lunch" dans le sens de fin du déjeuner ou plutôt cours du déjeuner, et non au verbe to index (répertorier).
Ce qui donnerait un sens global (en sortant du mot à mot qu'il est difficile de suivre ici) :
" la consommation d'alcool au cours du déjeuner reste (est répertoriée, considérée comme) occasionnelle, tandis que le dîner représente l'essentiel de la consommation (la plus grande part de marché)

J'ai un doute sur le rattachement de "over". Le lier au verbe "to index"changerait ainsi le sens global :
"le déjeuner représente une occasion plus fréquente (de boire de l'alcool), mais le dîner représente l'essentiel de la consommation". En bref, on boit plus souvent au déjeuner mais on boit en plus grande quantité au dîner

Je présume que l'interprétation juste du mot occasion par un "native speaker" et dans le contexte aidera à choisir la bonne option.
