“Established” countries (Group 1) demonstrate high primary GERs in the baseline year (2000) and 2013, low shares of children out of school who are of primary school-going age, and primary-school retention rates of close to 100 percent (in the most recent year for which data are available). • “Emerged” countries (Group 2) had high primary GERS in 2000 and 2013 and low rates of out-of-school children, but primary-school retention rates are below 80 percent. • “Emerging” countries (Group 3) made progress in enrollment, having low primary GERs in 2000 that increased to over 90 percent by 2013; however, they still have high rates of out-of-school children and low primary-school retention rates. • “Delayed” countries (Group 4) have made only limited progress on all fronts: they had low primary GERs in 2000 and 2013, and still have high rates of out-of-school children and low primary-school retention rates. |
