Yes, in that case, if these are to be used in public places, where they may be vulnerable to vandalism, they are likely to be of the sturdier, more functional type classically associated with the term 'bulkhead fitting', as illustrated in my first URL; or even a more sturdily-protected one, like these:

The original text is also ambiguous; but it’s about lamps that would be installed either outside or inside a kiosk. Those kind of small kiosks used in Africa to provide mobile or internet services such as selling airtime and/or paying clients receiving money via cell phone, etc. My best guess would be that the lamps will be placed on the ceiling.

Asker, as you will have seen from the comments below, there is a certain ambiguity in what people are understanding by the term 'bulkhead light' (more properly 'bulkhead light fitting / fixture / luminaire').

Please could you explain what the context of this term is in your particualr source text, which may help us to understand just how restrictive or not the term is there.
