Here is the context:The WAEMU directives also set a rule on fiscal deficit levels, which should be lower than 3% of a country’s GDP in any given year. These fiscal rules limit the scope to use additional borrowing as a response to wage bill pressures, and the *trade-off is often met* by reducing capital expenditure.

I am not sure of the meaning, but the main problem is that I don't know how to translation this expression.

I know that trade-off is translated as "compromis" or possibly "avantage" but how to translate the expression to "meet the trade-off" in good French is my problem!

agree  ph-b (X): Il y a certainement différentes manières de le dire mais c'est effectivement l'idée que la partie de l'enveloppe salariale qui n'est pas couverte pas les emprunts est financée par les sommes dégagées du fait de la réduction des dépenses en capital.
