I don't profess to be an expert in this field — far from it! But as I understand it, this is talking about database management, and if so, I believe 'to report against' means that you can generate reports on the basis of different fields — rather akin to the way one can sort data "on Column 1" etc. So in incredibly simplistic terms, if you have a database of customer orders, for example, you could generate a report against the 'customer' field listing all the orders for each customer; or you might report against the 'product' field so you can see which customers have bought a particular product... etc. etc. That is my layman's notion of what 'to report against' means: to generate a report of certain fields (as if they were plotted) against certain other fields.
